Gentlemen:

-This letter refers to the July 2, 1980,

routine inspection conducted by

C. Abigail Evans of NRC's Region IV Office.

The activities inspected were those

that are authorized under NRC License No. R-23.

It further refers to the dis-

cussion that she had with you concerning her findings at the conclusion of the

inspection.

The inspection related to your program and activities designed to protect against

industrial satotage and to safeguard special nuclear material.

The inspection

was based on the applicable provisions of Title 10, Part 50, of the Code of

Federal Regulations, entitled, " Licensing of Production and Utilization Facili-

ties," within Part 73 entitled, " Physical. Protection of Plants and Materials,"

. and the specific requirements of NRC License No. R-23.

The inspection consisted

of selective examinations of procedures and records, personnel interviews, and

observations by the inspector.

No items of noncompliance with NRC requirements, within the scope of this

inspection, were identified.

'The doeunentation of findings of your control and accounting procedures for

safeguaraing special~ nuclear materials and your facility's security procedures

are exempt from disclosure. This exem6 tion is covered within Title 10 CFR,

Part 2, Section 2.790(d), entitled, " Rules of Practice for Domestic Licensing
