Dear Mr. Librizzi:
SUBJt!CT: SHIFT STAFFING As a follow-up to your discussions with me on July 23, 1980, the staff has been re-examining the licensed operator and shift technical advisor (STA) staffing situation at the Salem Nuclear Generating Station, Units 1 and 2.
The staff has identified two concerns:
1.
We have been unable to make a finding that adequate staffing is available to operate Salem, Unit 2 beyond reactor core power levels of 171 megawatts thennal (five percent of rated power), and 2.
It is our understanding that you have contracted with General Physics to supply five (5) individuals to serve as shift technical advisors (STAS) beginning the week of August li,1980. The assignment of this group of contracted STAS does not appcar to satisfy the basis for the Salem, Unit No. 2 License No. DPR-75 dated April 18, 1980, and the i
guidance previously used in NT0L management inspections, namely NUREG-M78, Section 2.2.1.b and ANS 3.1 Draft da1;ed December 6,1979.
Additionally, during your discussions with me on July 23, you made a commitment to submit for the staff's review a letter which would clearly outline the licensed operator staffing situation at the Salem Station.
l You also committed to inform us of the date on which you expect to be in full compliance with the staff requirements on shift staffing and to pro-vide us with your proposed training plans which would allow you to meet that date.
R. Tedesco discussed our concerns with you again in a telecon on August 1, i
1980. At that time, you assured us that a submittal on shift staffing 1
would be available within the next few days. We have since received that submittal and are reviewing it. You also assured us that the contractor STAS assigned to the Salem Station would be fully qualified to assume the 8008130 2 3 7 f*
Mr. F. P. Librizzi, General Manager STA role for the Salem Station. Our Office of Inspection and Enforcement will assure themselves that this commitment on STA qualification will be fully met.
On another matter, R. Tedesco expressed concern t5at we had not yet received your submittal on the special low power tests that we understand are scheduled to be conducted on Salem, Unit 2 within the next two weeks.
We cannot assure timely completion of our review if your submittal is not received promptly.
As R. Tedesco discussed with you ir. a telecon on August 4,1980, we are also concerned about the timeliness of the required walk-thru of emergency procedures in the Salem control room and a trial of these procedures under simulated emergency conditions at a nuclear power plant simulator. You have not yet scheduled these events, but we require them to be completed prior to operation at power levels greater than five percent of rated power.
As discussed in our August 1 and August 4 telecons, we feel that, in the near future, a management level meeting is required to discuss the licensed operator and STA staffing situation at the Salem Station. This letter is to confirm that I&E and NRR management would be available on August 14 to
