Alleged Falsification of Security Training Records
'Ey On September 25, 1979, Mr. Richard T. Pienciak, Associated Press Reporter, New York City Bureau, informed NRC Region I that there were alleged deficiencies in the security program at your Indian Point 3 nuclear facility.
The NRC investigation into the' allegations consisted of an extensive on-site inspection and interviews with both your personnel and_the_ personnel of your former cqntractor, Gleason Security Service 57-Inc.'~An examination of training attendance records and a review of Indian Point Unit 3 security personnel training files was also conducted to determine the legitimacy of the allega-tions.
The investigation revealed security training attendance records that were of questionable authenticity for the Unit 3 facility.
Severcl other problems were also identified which indicated a serious failure on the part of management in the security program.
It is recognized that you have taken steps to correct the cause of the problems identified by taking such actions as dismissing the contract guard force, requalifying personnel and developing new procedures to minimize the likelihood of recurrence.
Nonetheless, the NRC is concerned with your management of the security program and therefore, will continue to monitor it to assure that you maintain a high level of initiative for continued compliance and improvement in performance.
Since you have taken corrective action, no response to this letter is necessary.

e-Power Authority of the State of New York authenticity involves possible criminal violations of the Atomic Energy Act of 1954, this matter has been referred to the Criminal Division of the U.S.
Department of Justice.
