SUBJECT:

FORM 0F SEQUOYAH FULL POKER LICENSE We have previously reviewed and worked with Jack Wetmore of your office in developing the Sequoyah full power license. We are continuing to work with the project management staff to assure that the license is supported by the safety evaluation and, contains those conditions and technical specifications required by that evaluation.

We have previously reviewed this proposed license and would make one additional change in the technical specifications, to have section 3.0.3 read:

When a Limiting Condition for Operation is not met, except as provided in the associated ACTION requirements, the unit shall be placed in a MODE in which the Specification does not apply, or_ by placing it, as applicable in...

Further, we continue to believe that the terms P-3, P-4, P-5, etc. should be defined or reference made to documents where the meaning of those notations appear.

We sincerely appreciate the cooperative efforts of Jack Wetmore in working to make this license a model from the points of view of clarity and enforce-at,ility as the Commission asked.
