This is to acknowledge your letter dated July 15, 1980, informing us of steps you have taken to correct the items of noncompliance identified in our letter dated June 20, 1980, concerning the personnel radiation overexposure which occurred at the Davis-Besse Nuclear Station, Unit 1, on April 30, 1980. We will examine your corrective actions during a future inspection.

This also acknowledges your check in the amount of Thirteen Thousand Dollars in full payment of the proposed civil penalty.

Regarding your response to Noncompliance Item No. 3, we do not agree that the two preplanning inadeq'uacies referenced in our letter "were not significant contributors to the actual overexposure" as you state.

Our findings indicate that completion of these preplanning activities would have provided a signifi-cant basis for questioning the apparently erroneous survey meter response and therefore should have prevented the overexposure.

Nevertheless, your proposed corrective actions appear adequate to preclude recurrence. We have no further questions regarding this matter.
