s TOLEDO EDISON COMPAhT DAVIS-BESSE NUCLEAR POWER STATION UNIT ONE SUPPLEMENTAL INFORMATION FOR LER NP-33-80-69 DATE OF EVENT: July 9, 1980 FACILITY: Davis-Besse Unit 1 IDENTIFICAT'ON OF OCCURRENCE:

Loss of operability of Emergency Core Cooling System (ECCS) Room Ventilation Exhaust Damper RAS 441 Conditions Prior to Occurrence: The unit was in Mode 6 with Power (MhT) = 0 and Load (Gross MWE) = 0.

Description of Occurrence: On July 9, 1980 at 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br /> the control room operator observed that position indication for the ECCS Room ventilation exhaust damper HAS441 had been lost. Attempts to move the damper with the control room switch and at the local switch were unsuccessful. The damper was declared inoperable.

This damper is part of the negative pressure boundary for the decay heat cooler rooms and is Safety Features Actuation System (SFAS) controlled. Shortly after the loss of indication, it was determined that the valve itself could not be operated from the control room or with local motor controls. Therefore, to comply with the action statement of Technical Specification 3.3.2.1, the valve was manually closed to its safety position, and power to the motor operator removed.

Designation of Apparent Cause of Occurrence: The cause of the occurrence is un-known at this time. The switch for this damper is located on SEAS panel C5717.

This panel was being worked on at the time of the loss of indication.

Analysis of Occurrence: There was no danger to the health and safety of the public or to statien personnel.

It would only be needed during an SFAS incident concur-rent with a seismic event that would damage this ventilation piping in the decay beat cooler room.

Corrective Action

Maintenance Work Order 80-2837 was issued to troubleshoot and repair. The results of the investigation were inconclusive. A check of the damper and controls showed that it was working.

There was proper control room indica-tion. The damper was cycled several times, and it was operating properly.

It was declared operable and returned to its normal open position.

Failure Data:

There have been no similar type failures reported.
