Dear Mr. Ippolito:
Carolina Power & Light Company (CP&L) plans to submit an application for the expansion of the spent fuel storage capacity of the Brunswick Steam Electric Plant (BSEP) in September,1980. Our application will conform to the guidance on spent fuel pool modifications entitled " Review and Acceptance of Spent Fuel Storage and Handling Applications" issued by the NRC on April 14, 1978.
Proposed changes to pertinent sections of the Technical Specifications will be included with the application.
The storp expansion would be achieved by the installation of high-density racks poisoned with Boral. General Electric Company will design and supply the high-density spent fuel storage racks. CP&L, through our architect-engineer, is investigating the option of using free standing racks versus racks which are latched to the existing grid. Our planned September,1980 submittal will reflect the chosen design.
If free standing racks are utilized, BSEP Unit No. 1 spent Sel pool capacity will be increased from 1026 to 1866 BWR assemblies and BSEP Unit No. 2 spent fuel pool capacity will be increased from 1062 to 1902 BWR assemblies. If the racks are designed to latch to the existing grid, BSEP Unit No. 1 spent fuel pool capacity will be increased from 1026 to 1446 BWR assemblies and BSEP Unit No. 2 spent fuel capacity will be increased from 1062 to 1482 BWR assemblies.
It is requested that you take the appropriate actions under NRC regulations to provide early notice in the Federal Register to notify the general public of our intentions.
