Dear Mr. Patrick:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT NO. TN0026450 - SEQUOYAH NUCLEAR PLANT Description of the discharge--Discharge No. 002 - Construction sewage treatment plant effluent. Samples collected on July 23, 1980, and reported by the laboratory on July 30, 1980, contained 100 mg/l of B0D and 320 mg/l of g

suspended solids, exceeding the respective maximum permit limitations of 45 mg/1.

Cause and per'iod of the noncompliance--The causes of these violations were:

1.

During the absense of the normal sewage treatment plant operator due to illness, the aeration cycle was changed whis.n upset the biological treatment system.

2.

This system consists of a 5,000 gpd and a 10,000 gpd extended aeration plants in parallel. The air-lift pump to the 5,000 gpd plant failed the morning of July 23, 1980, and all the riow was directed to the 10,000 gpd plant. This hydraulic overload washed solids which also exert considerable B00 -

5 Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The aeration cycle has been readjusted and the problem with the air-lif t pump to the 5,000 gpd plant was cor*ected July 23, 1980, and the treatment system appears to have recovered from the upto;.

Sincerely, Mohamed T. El-Ashry, Ph.D.
