OF MEETING HELD ON JUNE 25 THROUGH 27, 1980-AT DUKE POWER COMPANY, CHARLOTTE, NORTH CAROLINA On June 25 through 27, 1980, a joint NRC team representing Region II, Office of Inspection and Enforcement and the Office of Nuclear Reactor Regulation performed a management review of Duke Power Company corporate and McGuire Nuclear Station's plant organizations. The draft document, " Criteria for Utility Management and Technical Competence" developed by the NRC staff, A list of NRC partici-was used as general guidelines for this evaluation.

On June 25, Duke Power Company management addressed the agenda items noted in Enclosure No. 2 On June 26, discussions were held with McGuire plant personnel concerning such items as: shift manning, Shift Technical Advisor, overtime policy, communications between corporate and plant personnel, feedback of operating experience, and Shift Supervisors' duties and responsi-bilities. On June 27, an exit interview held with Duke Power Compa'ny's management highlighted the need for the following procedures to be in place prior to fuel loading: (1) the duties and responsibilities of the Shift Technical Advisor; (2) the administrative duties of the Shift Supervisor; (3) the composition and functions of the onsite Safety Engineering Group.

The Office of Inspection and Enforcement, Region II, will provide a detailed report.
