COMPLETION DATES The presently-scheduled date for cc=cencement of fuel loading of Unit 1 ii November 1,1981, and the presently-scheduled ccm=ercial operatien date for Unit 1 is March 1, 1982.
The presently-scheduled date for ecm-mencement of fuel loading of Unit 2 is :!ove=ber 1, 1980 and the presently-scheduled censercial operation 'date for Unit 2 is March 1,1981.
N Construction Par $1t :CPPR-81 (Para. 2A) states that:
"The earliest date for the ecmpletion of' Unit 1 of the facility is Dece=ber 1, 1977 and the latest date for completion of 'the f acility is December 1, 1978."
Construction Per=it CPPR-82 (Para. 2A) states that:
"The earliest date for the completion of Unit 2 of the facility is Dece=ber 1, 1978 and the latest date for ccmpletion of the f acility is December 1, 1979."
Applicant requests that Construction Permit CPPR-81 be amended to change the earliest and latest dates for completion of Midland Plant Unit 1 from
" December 1,1977" and " December 1,1973" to " October 1,1981" and
" October 1, 1932", respectively. Applicant requests that Construction Permit CPPE-82 be a= ended to change the earliest and latest dates for com-pletion of Midland Plant Unic 2 from " December 1,.1978" and " December 1, s
1979" to " October 1, 1980" and " October 1, 1981", respectively. A statement of good cause for the requested extensions is attached as Ap-pendix E.

Dece=ber 1, 1978 and Decenber 1, 1979 to October 1,1980 and October 1,1981 The construction schedule for both Midland Units 1 and 2 has been delayed for reascas beycnd the Applicant's centrol. The delays ve e caused by reevaluation of censtruction time due to changing project secpe and industry experience, switching unit completien sequence, and adverse financial conditions.
Both units have been delayed 9 =enths due to reevaluation of construction time because of changing project scope and industry experience. Project scope changed principally because of chanced design and ccustruction criteria for safety related syste=s and structure.s. In addition, experience from the indus-try indicated that =cre time was Leeded to desi : and construct the Midland 6
s Plant.
Unit 2 vas rescheduled to be ec=pleted one year ahead of Unit 1, resulting in a delay of Unit 1 of 13 =cnths and an advance in the schedule of Unit 2 of 11 conths. Unit sequence was switched because of the engineering ce=plexities of the cc=bined eleatric and process stes= unit, the earlier need fer the all electric unit due to projected electrical load de=and and the projected need for process stes=.
Both units were delayed 2h =enths due to adverse financial conditions in 197h and 1975 which =ade it i=possible to obtain financial resources on reasenable ter=s.
This resulted in adjusting ecnstruction and engineering activities to
=atch projected available financing.
