ORDER Before us is a PetitiQn for Reconsideration filed by the Saginaw Group (Saginaw) requesting the Board to overrule its earlier determination concerning the scope of discovery.
in this proceeding.
More specifically, the Saginaw intervenors request the Board to allow it to initiate discovery with res-pect to all of Consumers Power Company's activities at all of its generating facilities, including Big Rock, Palisades, Fermi-I, as well as the Midland units.
Saginaw submits that such discovery is permissible under the current discovery rules, and would be relevant to the issue of whether there is reasonable assurance that Consumers Power Company will continue to imple-ment its quality assurance program throughout the construction process in th,is show cause proceeding.
The Staff, Consumers Power Company, and Bechtel Power Corporation have filed answers to Saginaw's Petition, urging the Board to deny it.
