In the attached letter to =e dated August 25, 1978, your client in the Midland proceeding, Mary Sinclair, contends that Censu=ers Eower Cc=pany is obliged to serve her with a copy of the Midland Plant Environ = ental Report -
Operating License Stage. In =y view, the Co=pany is presently under no such obligation. Ecwever, a copy of the Report has been available for public in-spectien at the Grace Dow Me=orial Library in Midland since eatly May, as stated in the NRC's Notice of Availability of Applicant's Enviren= ental Re-port; Consideration of Issuance of Facility Operating Licenses; and Opportunity for Hearing (43 Federal Register 19304, May 4, 1978). Revisions to the ER-OLS are also placed in the library by the NRC as they are filed. The ansvers to NRC's May 22, 1978 questions, about which Mrs. Sinclair inquires, are included af ter the last tab in Volu=e 3 in the Report, entitled "NRC Questions and Respr. tes" (Rev 2 - June 1978).
I would appreciate it if you vculd advise Mrs. Sinclair that any future cc=-
nunications with Consu=ers Power Cc=pany in this proceeding should be =ade through you as her counsel.

s Oliver Lynch of the Nuclear Regulatory Commission has advised me that the applicant is responsible for providing the final Environmental Report-on the Midland n-plants to all parties on the service list.
I have not received a copy, nor have I received any follow-up replies to the questions raised by the NRC on May 22, 1978 I would appreciate receiving those documents as soon as possible.
I note the environmental review meeting in Midland is on September 6, 1978.
