  • mnrel for Aeschliman, et al, Intervenors of Mapicton, . Michigan in the above .

. titled pending proceedings, has been given information that the failure of the

m. creeg. gore cooline system for nuclear power plants which have been recently- .

' ested in small scale simulated models in Idaho by the Idaho Nucicar Corporation is a rnatter of grave concern, because it demonstrates the seriousness of the i

n t ., c.. of this sfstem and highly touted" engineer safety feature" for nuclear power The failure of these tests conducted over a period from December 1970 to rel.1971 is of urgent importance because of the extreme hazard and danger to pu':lic health and safety in any loss of coolant accident.

.ccent AEC action suspending. licensing proceedings at other lor.ations pending enluation of the emergency coic cooling systems is most commendabic. However, un to the, grave seriousness of this matter, the AEC is hereby urged to take

' : MEDIATE ACTION TO'STOP ALL FURTHER PROCEEDINGS on licensing matters o construction permits until emergency core cooling systems have been properly

% signed, thoroughly researched and developed, and compigtely tested in full scalp

'r.odels and not under simulation in Idaho. -

.h is respectfully requested that the testing include the primary system melt down, ~

nrimary system failures, fuel failures, containment response, core heat up , cmcrgens

rc cooling, system's performance , behavior predictions, and the mechanics of 2elt down. -

Counsc1 is further informed that the LOFT facility is much smaller and different -

from those employed in large pressurized water reactors; therefore, 'the large dif-

!arences in scale, points up the importance in testing of the proper functioning of

'w ECCS to the s$.fety ilarge scale reactors. .
