Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, hereby requests that the Technical Specifications contained in Appendix A of the Operating Licen.scs be amended by adding pages 240n, 240(o), 240p, and 240g; and by revising section 6.9.3c on page 257.

Philadelphia Electric Company, da:cd July 1, 1980, requested the submission of a license amendment application to conform with certain sections of the model Technical Specifications attached -

to his letter, by adding seismic monitoring instrumentation operability and surveillance requirements. The proposed amendment incorporates these provisions into the Peach Bottom Operating License.

The design of the present seismic instrumentation at Peach Bottom is not consistent with the guidelines presented in the Model Technical Specifications, transmitted with Mr. Novak's l e t. t e r , and with the requirements of itegulatory Guide 1.12,

" Instrumentation for Earthquakes". Design and procurement of a new scismic monitoring system was initiated previously in the Spring of 1980. This new system will comply with the guidelines of the !!odel Technical Specifications, and Regulatory Guide 1.12.

Delivery of equipment is expected in September 1980, and the new system is expected to be operational by the Fall of 1980.

Accordingly, the Licensee requests approval of operability and surveillance requirements for the proposed seismic monitoring instrumentation that would take effect upon completion of the installation.

Pursuant to 10 CFR 170.22, " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class II Amendment for Unit 2, and a Class 1 Amendment for Unit 3, since the proposed changes are deemod to be administrative in nature.

The Plant Operation Review Committee and the Operation and Safety tieview Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed cafety question or a significant hazard consideration; and will not endanger the health and safety of the public.
