Dear Mr. Widner:

By letter dated July 18, 1980, you requested an extension in the time limit for performing IE Bulletin 80-17 Action Item.2 scram tests for Edwin I. Hatch Nuclear Plant, Units Nos,1 and 2 from July 27, 1980 to August 10, 1980. The reason stated for the request was that power needs in the region continue at an extremely high level, due to the extended period of very high temperatures which the entire region is experiencing, Removing a unit from service, even on weekends, during this period, would place the entire system in jeopardy.

If granted the extension, you comitted to take the following compensatory actions:

(1) provide cperator action in the event significant quantities of water are found in the scram discharge volume (SDV), (2) provide a high point vent on the scram discharge headers at the Hatch plant and (3) check for any water in the SDV by opening an instrument line in the SDV once per shift until the scram tests are completed. Additionally, you comitted to perform the scram test as soon as practicable should the critical load situation easa enough to perform the tests.

It is our understanding that the load situation during the weekend of July 19,1980 was such that scram testing on Hatch Unit No. I was successfully compl eted.

Further, discussions between members of our staff indicated that you plan to conduct the testing on Hatch Unit No. 2 the weekend of July 26, 1980.

In view of your planned actions we see no need at this time to grant the requested extension. This was discussed with members of your staff and they agreed.
