Dear Mr. Youngblood:

The purpose of this transmittal is to provide the current status of the Commonwealth Edison response to the request for SQRT information relative to LaSalle County Unit 1 and 2 contained in Reference (a). As will be discussed later, the majority of this information has been docketed previously. However, to the xtent changes in status have occurred, they are reported in the enclosed materials.

The following discussion summarizes for the record the chronological development of-the submittals previously made on the LaSalle County docket. It is my-understanding from Mr. A. Bournia

-of your staff 1that certain of these materials may have been misplaced or -discarded during the transfer of review from NRR to the. Naval Research Lab. and back to NRR. In any event, the following discussion supported by the enclosed materials provide a complete record of the review.

A. BOP Equipment

1. A list of BOP safety-related equipment was provided in Reference (b). This equipment was reviewed against IEEE

' 344-1975 criteria and the results of that review were included in FSAR Table 3.9-37 for mechancial equipment through the February 1979_ reporting date. Since that time add.itional equipment.has been reviewed such that today the BOP equipment review is completed, the SQRT Summary Forms

. are filled, and the qualification file entries are complete except for approximately five test reports that are not yet received from the vendors. The loads against which the plant equipment was evaluated includes those approved by NRC for MK II containment evaluation (Table 3.9-25).

2. The LaSalle safe-shutdown scenario was included in Amendment 45 in response to Question 111.74.
3. ' Reference (c) transmitted four copies of the "SQRT Information Packages" relating to the twenty-six (26) BOP components identified by the NRC for future audit. That SQRT package was based on the seismic and ramshead hydrodynamic loads. That information is updated with the enclo~ sed BOP SQRT extract package which contains the same t'ype of information but -is based on seismic and T-quencher

-hydrodynamic loads in addition to the former loads which constitute the licensing basis as defined in the Design Assessment Report (Revision 8).

B. NSSS Equipment

~ 1. . Reference (b) also included the NSSS list of safety-related

e'quipment. evaluated against the MK II-approved loading combinations. This equipment was reviewed to IEEE 344-1971 criteria which was 'the standard at the time of purchase.

'Page~3 Table 3.9-37, for electrical equipment and instrumentation, FSAR Tables 3.10-1 through 3.10-4 present the results in tabular form. Corresponding text in FSAR sections 3.9'and 3.10 explain these tables. Again, the bounding floor response spectra for the MK II approved loading combinations for floor and wall locations where the seismic Category I equipment is mounted were used in the licensing basis submittal previousl; submitted.

2. The LaSalle safe-shutdown scenario was included in Amendment 45'in response to Question 111.74.
3. A updated list of LaSalle NSSS safety equipment with the identity, location, safety function, method ;f qualification and a statement of availability for inspection is part of this transmittal. This information is supplemental to that in the FSAR referenced above. It is provided as input from which NRC's SQRT audit can be planned. Several NSSS items are included in the SQRT Extract Package referenced in A.3 above and provided with this transmittal.

-4. A-progress report on the requalification of LaSalle NSSS equipment is also provided to indicate the status of completion. The evaluation column indicates the original qualification and adjacent column shows the Requalification Status. The pipe mounted equipment is undergoing complete reanalysis with the most recent load combinations including condensation oscillation and T-quencher loads. That appraisal must be completed prior to final completion of the SQRT evaluation for that category of equipment. SQRT forms have been completed for other NSSS equipment as indicated.

The state of completion is approximately 80 percent; completion of the SQRT reevaluation is expected by November 1980.

C. Confirmatory In-situ Test Program

1. The~LaSalle SQRT_In-Situ Test Plan, Revision 1, dated May 12, 1980_is included with an' addendum page dated July 29, 1980 which acknowledges the scope changes already approved

-for field testing. A Revision 2 issuance is anticipated by August 12:, 1980 to better clarify the tests on equipment listed in-the addendum. -The testing is underway and will be completed by mid-August 1980. The Test Report will essentially append this Test Plan with field results and references to the test data. Full submittal of the test data is not~ intended.

That. test objective (IIB) will'be met by instrumenting structures and equipment as outlined in Table IV and Sections IV-14 thrugh 18 plus additional equipment items 3, 4 and 5 listed on the July 29, 1980 Addendum sheet.

D. Equipment Requalification Program This program is being defined at the present time. The equipment identified for requalification includ;s three pieces of electrical switchgear or panels and MCC's, plus twenty-three pieces-of control and instrumentation equioment. This equipment is. expected to be requalified by test.

Concurrently, dynamic analyses are being performed on the ECCS pump and monitor for operability' determinations. This work is scheduled for completion by November 1980.

In addition to the historical information discussed previously, Commonwealth Edison provided additional technical information. on the conduct of the re-evaulation and requalification program in a meeting in your offices on October 23, 1979. The presentation materials _and the NRC staff's notes of that meeting are documented in Reference (d). .

It-is expected that this submittal will be updated in

- November, 1980 as the remainig SQRT requalification. data becomes available. It is requested that the NRC Staff schedule a SQRT audit of the BOP and NSSS equipment as soon as possible to resolve any outstanding. differences.
