17, 1980 on the GETR was received today although it is dated June 24, 1980. Following are my comments on this summary.

Altheugh I took considerable care and expended great effort to cause the U.S.G.S.and the NRC staff to recognize that the foundation of the GETR could be efffectively isolated from motion on the hanging wall of the Verona fault or subsidiary fractures and shears by the excavation of a trench to a depth sufficient to intercept and interrupt any potential shear in the Verona system thus freeing the GETR from foundation offset, no reference to such is included in the summary. I believe such reference should be included in the sumary for two reasons:

1. This would make the sumary more accurate.
2. This would put into the record a clear indication that the ACRS is not only safeguarding but endeavoring to assist reactors to begin functioning again.

I am convinced that such an intercepting excavation located on the uphill side of the GETR would completely free the GETR from any possible groundbreakage beneath 'he foundation thus leaving the seismic effects only as ground ;haking with tne appropriate accelerations as discussed in the summary.
