NOTICE ' 0F ~ ISSUANCE!.0F ~ AMENDMENT ' TO ~ FACILITY OPERATING LICENSE The U.~ S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 45 to Facility Operating License No. NPF-1, issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific ' Power and Light Company (the licensees), which revised Technical Specificat,fons for operation of Trojan Nuclear Plant (the facility) located in Columbia County, Oregon.
The amendment is effective as of the date

The amenons.!c approves the use of the Westinghouse Improved Thermal Cesign Precedure and :aa 4R5-1 Cri;ical Heat Flux :crrsia: ion for the Trojan Facility.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations 1.110 CFR Chapter I, which are set forth in
- the license amendment.
Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.
