Extension of MAPLHGR Limits

Dear Sir:

! Pursuant to Section 50.59 of the Commission's Rules and Regulations, Vermont Yankee Nuclear Power Corporation hereby proposes the following changes to Appendix A of the Operating License.

PROPOSED CHANGE:

Tables 311-1C and -lD, "MAPLHGR VERSUS PLANAR AVERAGE EXPOSURE" for 8D274L and 8D274H fuel types, respectively, are amended to extend the upper bound on average planar exposure from 30,000 MWD /T to 40,000 MWD /T. Revised tables are attached.

RE ASON FOR CHANGE:

The planar exposures of the subject fuel types will probably exceed 30,000 MWD /T sometime before the end of the current operating cycle (Cycle 7),

perhaps as early as the last week in August, 1980. The Technical Specifications now provide MAPLHGR limits for these fuel types up to a maximum planar exposure of 30,000 MWD /T. Therefore, continued operation of these fuel types beyond 30,000 MWD /T planar exposure requires an extension of the MAPLHGR limits.

BASIS FOR CHANGE:

MAPLHGR limits are established to assure conformance with 10 CFR 50.46. The extended limits were calculated using the same approved ECCS evaluation models

. that were used to calculate the current limits and which were previously reviewed and approved by the NRC (Reference 2) . An Erratta and Adenda notice for the approved licensing topical report, NEDO-21697, is attached.

Since the revised MAPLHGR limits are based on the approved ECCS evaluation models, and conform to the requirements of 10 CFR 50.46, no unreviewed safety questions are involved.

This submittal has been reviewed by the Verment Yankee Nuclear Safety Audit and Review Committee.

FEE DETERMINATION:

This proposed change requires an approval that involves a single safety issue and is deemed not to involve a significant hazards consideration. For these reasons, Vermont Yankee Nuclear Power Corporation proposes this change as a Class III Amendment, and a payment of $4,000.00 is enclosed.

SCHEDULE OF CHANGE:

The proposed change should be approved no later than August 22, 1980 in order to assure continued operation within the bounds of the Technical Specifications.
