Gentlemen:

Recent discussions have taken place between industry representatives and members of the NRC staff on the need for additional instrumentation for the detection of inadequate core cooling.

The purpose of this letter is to reiterate Arkansas Power & Light Company's cosition regarding the sub-ject requirement as it relates to Arkansas Nuclear One - Unit 2 (ANO-2).

Initial staff recommendations for instrumentation for the detection of inadequate core cooling were provided in NUREG-0578.

By letter dated October 30, 1979 to all operating nuclear power plants from Harold R.

Denton, requirements concerning inadequate core cooling were issued by the NRC.

These requirements included a description by the licensee of any additional instrumentation or controls proposed for the plant to supplement the available instrumentation and controls.

Our letter of January 31, 1980 summarized the results of our evaluation regarding ad-ditional instrumentation.

This evaluation determined that the existing instrumentation could detect inadequate core cooling and that no addi-tional instrumentation was required.

As of this date, AP&L has received no response from the NRC staff on the evaluation and conclusions contained in our January 31, 1980 letter.

As a result, no further actions have been taken or will be taken by AP&L.

We believe that we have met the requirements relating to instrumentation for the detection of inadequate core cooling of NUREG-0578 and the Harold Denton letter of October 30, 1979.

No commitments will be made by AP&L to install any new instrumentation until the NRC staff review of our pre-vious submittals has been completed and additional requirements (if neces-sary) have been issued.
