Atlanta, GA 30303 BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS. 1 & 2 LICENSE NOS. DPR-71 AND DPR-62 DOCKET NOS.30-325 AND 50-324 SPECIAL REPORT PER TECHNICAL SPECIFICATICNS 3.7.Sa

Dear Mr. O'Reilly:

While performing an inspection to determine the operability of all fire doors, it was deter =ined that thirty-two doors associated with the Brunswick Steam Electric Plant (BSEP) Unit Nos.1 and 2 and the plant auxiliary buildings were inoperable. The majority of the inoperable doors are located in the Diesel Generator Building. The required actions as described in the Technical Specifica-tions for inoperable fire barriers have been taken.

The problems associated with the fire doors vary from mechanical damage to the doors and door frames to failed or inoperable door hardware. A major problem causing damage to doors located in the Diesel Generator Building is the building ventilation. Due to the high differential pressures created with the present ventilation system, and the high usage of the doors, damage occurs when these doors are closed.

New doors and/or hardware are being installed to repair the inoperable doors as available. New doors and hardware required to complete the repairs and maintain the doors in an operable status are being ordered. An engineering evaluation is being initiated to determine the required changes needed to correct the Diesel Generator Building ventilation problem. Consideration is also being given to changing the normal position of high use doors by utilizing automatic release mechanisms. While these actions will not necessarily prevent the recurrence of inoperable doors, they will reduce the magnitude of the problem.
