Toledo Edison acknowledges receipt of your June 5, 1980 letter (Log.

No. 1-377) and enclosures, Appendix A and Report 80-14, referencing apparent deviation from Davis-Besse Nuclear Potter Station Unit 1 con.iitment to the NRC listed as a " Deficiency" in Appendix A.

Following an examination of the item of concern, Toledo Edison herein offers information regarding the item of non-compliance.

Deficiense, Technical Spetification 3.3.3.8 reguires the fire detection e

instrumentatioa to be operable at al_1 times, or to_establi_sh within one hour a fire watch patrol.

Response

The immediate corrective :H on taken was to establish a fire watch patrol at 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br /> on April 19,1980, and maintain it until the power was restored. To avoid a repetition, the Operations Engineer wrote a memo (M80-1287) to all Operations Personnel advising them that all efforts must be made in the future to ensure a fire watch is established as required by Technical Specifications.
