Confirmation of Concurrence This letter confirms the telephone conversation on July 12, 1980, between J. P. O'Reilly and J. R. Calhoun during which we concurred in your planned schedule for returning Browns Ferry Unit No. 3 to power operation.
This concurrence addresses the items contained in our Confirmation of Action letter dated June 30, 1980, concerning the failure of the control rod system to perform as designed following a manual reactor trip on June 28, 1980.
The basis of this concurrence is our onsite review of your corrective actions and retest programs, the technical discussion conducted onsite and during the reference telephone call and our understanding that you will complete the following actions.
1.
Provide continuous monitoring of the six-inch scram discharge volume drain headers low point by use of installed ultrasonic sensors. The other installed ultrasonic sensors on the scram discharge volume will be monitored once each shift.
2.
Install an atmosphere vent on the east serem discharge volume vent header similar to that located on the west side.
3.
Provide instructions to operating personnel that specify actions to be taken when water is detected in the scram discharge volume.
4.
Expedite review of modifications required to the scram discharge volume for the Browns Ferry Units, including additional vents on Units 1 and 2.
Please inform this office immediately if your understanding of this matter is different from that stated above.
