SUBJECT:

NORTH ANNA POWER STATION EMERGENCY PLAN In our SER for North Anna, Unit No. 2, we listed ten deficiencies with respect to the licensee's plan.

By letters dated July 11, 1980 and July 18, 1980, VEPCO has provided infonnation and comitments that satisfy our positions. Our findings on these positions are enclosed.

Presently, I recomend going forward' to the Comission for a full power decision.

Further, I recomend authorizing full power operation upon obtaining a favorable finding from FEMA on State and local emergency plans and obtaining a favorable report from FEMA on the upcoming emergency exercise.

EMERGENCY PREPAREDNESS REQUIREMENTS FOR FULL POWER LICENSE Position Implement the North Anna Power Station Emergency Plan dated April 29, 1980; June 6, 1980; June 20, 1980 and June 25, 1980.

Discussion VEPCO will implement the revised plan on July 25, 1980. We find this accept-

able, g

Position Submit 10 copies of the Emergency Plan Implementir.3 Procedures. The procedure:;

must reflect the requirements of the revised plan.

Discussion The North Anna staff is currently reviewing their emergency plan procedures (EPIP's) for any major inconsistancies as a result of the issuance of a revised emergency plan. As originally stated in their letter of April 8,1980 (Serial No. 317), 90 days are needed to completely revise procedures. VEPCO states that the North Anna procedures are substantially in agreement with the revised plan and most of the changes needed are in the minor details. The major changes required will be completed by July 18, 1980 and the other changes will be made within 90 day period as mentioned above.

We find the two stage approach acceptable. Prior to authorizing full power oper-ations we must receive 10 copies of the revised EPIPs.

VEPCO has comitted to supply the EPIP before July 25, 1980. We find this acceptable.

Position Perform an emergency response exercise to test the integrated capability and a major portion of the basic elements existing within emergency preparedness plans and organizaticas.

Discussion VEPC0 has proposed a joint emergency response exercise on or before August 16th with State, local agencies and Company represer.tatives to test the integrated capability and basic elements of the current State and Local Plans and the re-vised North Anna Emergency Plan.

This exercise wit 1 incorporate features of the interim duality of the State and North Anna Plans as discussed and agreed on at the meeting held between FEMA, NRC, Commonwealth of Virginia and Company repre-sentatives in Washington on July 15, 1980.

2-VEPCO has proposed to initiate the power ascension test program by August 1, 1980, and with all tests being performed as planned. The-unit power level would not exceed 50% full power and would not be operated above that level untilthecompletionoftheJointEmergency;ResponseExercise.

We do not find acceptable VEPCO's proposal for a power' ascension test program before the completion of a joint emergency response exercise.

Prior to au-thorizing full power operation, we require a joint emergency response exercise and a favorable report on that exercise from the Federal. Emergency Manage-

. ment Agency Position Submit a draft of the public information program material referenced in section 8.0 of the plan.

Discussion VEPC0 has provided a Public Information Support Plan, sample formats of public information program material and an implementation schedule for the public in-fon:ation program. We find the Public Information Support Plan, sample material and implementation schedule acceptable.

Position l

Provide a descripiton of minimum shift staffing to meet the objectives of Table B-1 of NUREG-0654. Provide ;!.iff additions available in 30 minutes, 45 minutes and 60 minutes.

Provide a schedule for meeting the minimum staff-ing requirements proposed.

Discussion VEPC0 has provided a description of proposed minimum shift staffing.

The proposal meets the obje. ives of Table B-1 of NUREG-0654. VEPCO has pro-vided a 24 month schedula for providing the additional personnel. This schedule is acceptable. VEPCO has provided staff additions available in 30, 45, 60, 90 minutes. These estimates are acceptable.

Position Provide a description of and a completion schedule for the means for providing prompt notification to the population meeting the objectives of NUREG-0654, Appendix 3.

Include.in the schciule the following milestones: System (s) ordered, system (s) received, construction completed, testing completed and in-service.

Discussion VEPC0 has provided a schedule for an emergency warning system to 10 miles. This proposed schedule for a 10 mile system is acceptable. The following is the pro-i posed schedule for the 10 mile system:

Discussion VEPCO, the State of Virginia and the counties of Louisa, Spotsylvania, Hanover, Orange and Caroline have entered into an acceptable' agreement cencerning interim dual notification procedures.

Position icovide letters of agreement with Louisa County Sheriff, Spotsylvania County Sheriff, and Spotsylvania County Administrator.

Discussion VEPC0 has provided acceptable letters of agreement with the above.

Position Revise, if necessary, Emergency Action Levels currently under independent review by the Comission's consultants.

Discussion We find the Emergency Action Levels acceptable for initial full power operation.

We shall provide VEPC0 the review results by seperate letter.
