Dear Sir:
Inspection No. 80-18, dated May 27, 1980, contained one item of non-compliance.
Boston Edison Company's response to that item is presented as follows:
Deficiency Technical Specification 6.8. A states that:
" Written procedures...shall be established, implemented and maintained that meet or exceed the requirements and recommendations of Sections 5.1 and 5.3 of ASNI N18.7-1972..."
ANSI N18.7-1972, Section 5.3.5(1), states in part that: "...When entry is required into a closed system where the presence of foreign material is intole-able, control measures shall be established to prevent entry of extraneous material and to assure that foreign material is removed from these systems."
Station procedure TP 80-38, Feedwater Check Valve Overhaul, March 27, 1980,Section VI, Precaution B, states in part:
" keep valve openings covered when work is not being performed inside the valve." Precaution J further states th-it "a tool control log shall be maintained for all tools and equipment enter-ing and leaving the work area."
Contrary to the above, on April 24, 1980, the Feedwater Check Valves were opened for maintenance without covers over non-attended openings and with no tool control log in effect.

Response
Immediately following the inspection and for the remainder of the work on the feedwater check valves, covers were installed when work was not being performed, as required by TP 80-38.
It was verified that maintenance personnel failed to follow procedure TP 80-38 in that no tool control log was initiated for the check valve overhaul.
To prevent occurrences of this type in the future, the following corrective action will be taken:
1.
Maintenance supervisors and engineers will review the findings of Inspection Report #80-18.
2.
Maintenance personnel will be instructed of the importance of following and complying with procedures in the performance of their work.
3.
Maintenance personnel will be admonished that failure to follow procedures in the performance of their :<ork will result in disciplinary action.
These corrective measures will be completed by July 1, 1980.
