UNITED STATES NUCLEAR REGULATORY COMMISSION e

WASHINGTON, D. C. 20666 June 13, 1980 Docket No. 50-155 Mr. David P. Hoffman Nuclear Licensing Administrator Consumers Power Conpany 212 West Michigan Avenue Jackson, Michigan 49201

Dear Mr. Hoffman:

The FEMA /NRC Steering Committee has -econsidered the appropriate size of Emergency Planning Zones for relati, ely small water cooled power reactors (less than 250 mw thermal). The Steering Conrnittee has adopted the enclosed position on the planning basis for these reactors, which include your plant.

The NRC's proposed rule and NUREG-0654/ FEMA-REP-1 will be modified to conform to this position.

t PIANNING RASIS FOR SMALL WATER REACTORS AND FT. ST. VRAIN The FDiA/NRC Steering Connaittee has concluded that small water cooled power 1

reactors (less than 250 MWt) and the Ft. St. Vrain' gas cooled reactor may use a pluxne exposure emergency planning zone of about 5 miles and an ingestion Pathway emergency planning zone of about 30 miles. This conclusion is based on the lower potential hazard from these facilities (lower radionuclide inventory and longer times to release significant amounts of activity for many scenarios).

The radionuclides considered in planning should be the same as recommended in NUREG-0396..
