Dear Mr. O'Reilly:

On May 15, 1980, Mr. Tom Burdette of NRC Region II was informed by means of a telephone call of a reportable substantial safety hazard.

The Resident NRC Inspector cf V. C. Summer Nuclear Station notified the Nuclear Operations Group, at the site, of a document deceribing a problem in restarting a turbine equipped with a Woodward Governor supplied by Terry Corporation.

This document refers to June 29, 1977, as the date cf issue.

With absence of the correct operating instructions, our Emergency Turbine Driven ? ump (full capacity) would have become inoperable for 30 minutes, after a trip.

This would have reduced system redundancy.

In the event of an accident, it could have caused a substantial safety hazard as defined by 10CFR21.

Under the South Carolina Electric & Cas Company program, we are reporting this as a Significant Deficiency under 10CFR50.55(e).

Petailed informat'on is presented in Attachment 1.

Solution to the problem requires a change in restarting procedures and the addition of labels on the turbine explaining tna., procedure.

Terry Turbine has informed us that the proper information was transmitted to Bingham-Willamette to be af fixed to the Turbine and Instruction Manual a t the time this problem was identified.

We have communicated with Bingham-Willamette and they have now supplied us with the necessary information.

Nature of Defect, Substantial Saf ety Hazard Created, and Evaluation A PG-PL Woodward Governor equipped with an acceleration control device has been installed.by Terry Corporation on a turbine used to drive an auxiliary fecdwater pump. Because of the time required for hfdraulic fluid to drain from the governor's speed setting cylinder, the turbine may trip on overspeed if it is restarted within 30 minutes after shutdown.

This delay in restart of the turbine would lessen the redundancy in the system for the period of the. delay (up to 30 minutes).

In the event of an accident, this could result in a substantial safety hazard if feedwater was not provided to the steam generators.

To avoid turbine trip on restart, the speed setting knob should be turned to minimum and then returned to the proper setting.

This action bleeds the speed setting cylinder and allows the acceleration control device to returr. to the standby condition.

At the time this problem was identified, Terry Corporation provided Bingham-Willamette an additional page for the turbine instruction m.inual and a label for the governor which describes the restart procedure.

This information was never transmitted to SCE6G.

This turbine drives an, emergency feedwater pump.

Corrective Action Bingham-Willamette has provided SCE&G with the complete and correct ini 3rmation.

The restart procedure has been revised,' plant personnel have been informed, and the label has been applied to the governor.

Advice to Purchasers or Licensees Review similar equipment to ensure that correct restart procedure exists.
