~ Conditions Prior to Occurrence: The unit was in Mode 6, with Power (MWT) = 0, and Load (Cross MWE) = 0.

Description of Occurrence: On June 8, 1980 at 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br />, during a routine plant tour, the Shif t Supervisor discovered that door 306, Fuel Handling Area Room 300 en the 585'. elevation, and door 401A, Fuel Handling Exte.aust Unit Room 401 on the 1

603' elevation, were blocked open.

. servicing the fuel storage pool area. Therefore, the station was in violation of

Technical Specification 3.9.12 which requires two independent emergency ventilation systems servicing the storage pool area to be operable whenever irradiated-fuel in in the storage pool. The action statement prohibit 7 any operations involving move-ment of fuel within the storage pool or crane operations with loads over the pool during this time. There is irradiated fuel in the pool. There were no above men-tioned operations taking place at this time.

.1 Analysis of Occurrence: There was no danger to the health and safety of the public

_cr to station personnel. Had the emergency ventilation system been needed, these doors could have been closed. There were also no operations involving the movement 4

of the' fuel within the storage pool or crane operations with loads over the. storage 1

pool during this time.

Corrective Action

The doors were closed as soon as they were discovered open. Per-manent signs are now installed on the doors reading, " NEGATIVE PRESSURE BOUNDARY -

1 KEEP CLOSED".
