Dear Mr. Fiorelli:
This is in response to your letter dated May 9, 1980, which included a Notice of Violation and Inspection Report No. 50-461/80-07.
Illinois Power Company's response for the three items of noncompliance cited is as follows:
1.
Handling, Storage and Shipping The "otice of Infraction states, in part:
Contrary to the above, on April 23, 1980, the inspector established that sandwiches were being stored on the top shelf of a rod oven, No. TS-192, located at the welding material issuance station No. 4.
Type 308L welding rods were stored in the bottom shelves of the oven.
Immediate corrective action taken on this item was to remove the sandwich and all weld rod stored in the oven.
The flux coated rod, which could have been contaminated, was destroyed to prevent any possibility of use.
- Further, all filler material issued from this oven during the day was evaluated for possible contamination, and other weld rod ovens were inspected to ensure similar conditions did not exist.
These actions were completed on April 23, 1980, and were partially verified by the NRC inspector at this time.
-To avoid future noncompliances of this type, a training session was held on April 23, 1980, for all weld rod center issue attendants to stress adherence to established pro-cedures prohibiting placement of any foreign materials in weld rod ovens or caddies.
These requirements have been posted in each weld rod issue center and compliance is being monitored by the contractor's supervision.
2.
Inspection The Notice of Infraction states, in part:

Q37-80(06-09)-6 Mr. Gaston Fiorelli June 9, 1980 Page 2 Contrary to the above, on April 23, 1980, the inspector established that the inside diameter of weld No. 1-RH-9-2 on Traveler No. RH-9-8:
(1) exceeds 1/32 inch around the joint at several places; (2) at two spots 180 degrees apart, the interval mismatch was 1/16 and 3/32 inch; and (3) personnel from the Technical Services Department inspected and accepted the joint on April 23, 1980.
Specific corrective action taken was to cut out the tack welds on this joint (1-RH-9-2) and rework the fit-up to meet specification tolerances.
At the time of the occurrence, the welding technicians involved were verbally reinstructed as to the fit-up requirements.
To ensure the condition noted was only an isolated instance, a number of other pipe joints were inspected by Illinois Power Quality Assurance.
No fit-up problems were found.
These actions were completed by June 4, 1980.
To avoid recurrence of this type of noncompliance, a formal training session was conducted for all Baldwin Associates welding technicians and inspectors on June 4, 1980, to emphasize the requirements of Baldwin Technical Services Procedure BTS-405 regarding proper fit-up of piping.
3.
Special Processes The Notice of Infraction states, in part:
Contrary to the above, on April 23, 1980, the inspector established that the weld bead width of the fill pass on weld No. A3 on Traveller No. B33-G001-A was between 21/32 to 4
22/32-inch wide and 1/8-inch diameter electrodes were used.
The fill pass with excessive width in weld No. A3 was ground out and replaced with a fill pass of acceptable width.
This action was taken on April 23, 1980, and was verified by the NRC incpector.
To avoid recurrence of this type of noncompliance, the specific welder concerned and other welders perforr4ng work to Baldwin Associates Welding Procedure No. GE-NP-8-8-BA-2L were reinstructed on the weave width requirements contained in the procedure.
