NOTICE OF DEVIATION Based on the results of the NRC inspection conducted April 21-25, 1980, it appears that one of your activities was not conducted in conformance with your i
commitments to the Commission as indicated below:
I Use of QC Inspectors Who Did Not Meet ANSI N45.2.6. Experience Qualifications Table 17.2.1 of the LP&L FSAR commits to Regulatory Guide 1.58, "Qualifica-tion of Nuclear Power Plant Inspection, Examination, and Testing Personnel,"
as guidance for qualification requirements for QC personnel.
These require-ments include work experience criteria for certification to each inspection level. Regulatory Guide 1.58 endorses ANSI N45.2.6 which establishes work experience requirements of four years for Level II inspectors and one year for Level I inspectors.
Contrary _to the above:

The 7.icensee's contractor for installation of the Nuclear Steam Supply System utilized individuals as inspectors who did not possess the level of experience defined in Regulatory Guide 1.58 for their certification level. A Level II inspector assigned to perform back shift inspections for NISCO only possessed work experience of one and one-half years at time of Level II certification.

A NISCO QC " technician" was performing inspections in accordance with inspection procedures ES-67E, " General Cleaning and House-keeping," and ES-148, " Welder Surveillance." The QC technician apparently had no qualifying work experience at the time of per-formance of inspections normally performed by Level I and Level II inspectors.
This is a deviation.
