RESULTS OF SPECIAL INSPECTIONS
The attached report of special inspections at the subject facility
construction site on November 6-8, 15, and 20-21, 1973, is transaitt'cd
for information and for appropriate action.

You vill note that the report has been prepared to deal first uith the
inspection on November 6-8, 1973, wherein we identify specifically with the
events and circumstances assceiated with suspension of Cadwelding at the
Midland construction site, with Attachments A and B appended to deal
em
speciiically with follou-up inspections on November 15,1973 (Attachment
l

A) and on November 20-21, 1973 (Attachment B).

in this nanner to fccilitate a chronolocical accounting of inspection
efforts which eveatually led to the resolution of the Cadwelding problem.
(Recolution of the Caduelding problem is discussed in RO Inspection
Reports No. 050-329/73-11 cnd No. 050-330/73-11, covering the inspection
on December 6-7, 1973.)
Concerning handling and/or distribution of the attached report, I have
received verbal agreement from Consumers Power Company that the report
my be released to the public without recourse to prior review for
proprictary information on the part of the Consumers Power Company or
their contractors. A uritten confirmation of this verbal agreement ic
to be provided by the Consumcrs Power Company on an expedited basis.
