RESPONSE TO NONCOMPLIANCE ITE!! #3 IN NRC INSPECTION REPORT #76-06 A.

Background Information Pertinent to this Sucolemental Resocnse On November 29, 1976 Consumers Power sent a letter to J. G. Keppler providing a written response to three items of nonccmoliance identified in NRC Inspection Report 676-08. The response to the third item of noncompliance indicated that Consumers Pcwer did not believe that corrective action was required in response to the item of noncompliance.

This belief was based on Consumers Power's understanding that the item of nonccmpliance was related to lack of requirements for use of protective caps or end covers during the storage of oost-tensioning tendon sheaths.

Subsequent to sending the November 29,197C letter, discussicns were held between Consumers Power perscnnel and Mr D. U. Hayes of the NRC Region III office.

During these conversations, Consumers Power personnel learned that the NRC was not concerned about whether or not protective caos or end covers were recuired during the storage of post-tensioning tendon r~'

sheaths, but the NRC was concerned that Bechtel storace requirements for

(__)3 post-tensioning embedments (including; tendon sheaths, couplers, trumpet assemblies and funnels) allowed that " Items in contact with the soil or water are acceptable since this contact is not detrimental to the material." Based upon this new understanding of the item of ncncompliance and on the guidance in Section 6.1.2 (4) of ANSI N45.2.2-1972 (relative to the use of cribbing) Consumers Power decided to take the corrective action described below.

B.

Corrective Action Bechtel storage requirements for post-tensioning embedments have been revised.

In general, these revised requirements no longer allow embed-ments to be stored in contact with soil or water.

The one exceotion to this general requirement is that galvanized tendon sheaths may be stored with portions (but not all) of the sheatning in contact with soil or water.

A determination has been made that such centact with soil or water uill not be detrimental to the tendon sheathing and does comoly with ANSI N45.2.2-1972 ouidelines for stcrace of Level D ccmoonents in that Section 6.1.2 (4) states Items shall be stored on cribbino or equivalent to allow for air circulation and to avoid trapping water.'
