This letter refers to the inspection conducted by Hessrs. Vetter, Rohrbacher,

and Wil14=== of this office, and Mr. Whitosell of our Regulatory Operations

Headquarters staff, on January 10-11, 1974, of construction activities at

the Midland site authorised by AEC Construction Permits No. CPPR-81 and

CPFR-82. This also refers to the discussion of our findings with you and

other imembers of your staff at the conclusion of the inspection on

January 11, 1974.

A copy of our report of this inspection is enclosed and identifies the areas

l

amamined during the inspection. Within these areas, the inspection con-

l

sisted of a selective ====ination of procedures and representative records,

interviews with plant personnel, and observations by the inspectors.

During this inspection, it was found that certain of your activities appear

to be in violation of AEC requirements. The item and reference to the

pertinent requirements are listed under Enforcement Action in the Suussary

of Pindings Section of the enclosed inspection report. Prior to the

conclusion of the inspection, the inspectou determined that corrective

action had been taken with respect to the violation and that appropriate

measures have been taken to assure that a similar, future violation will

l

be avoided. Consequently, no reply to this letter is required, and we

have no further questions regarding this specific matter at this time.

l

Whereas the matters covered by this inspection relate to certain of the

l

commitments made by Consumers Power Company in the " Answer to Order to

l

Show Cause," it should be recognised that the information contained in

the enclosed report is not an AEC conclusien with respect to the adequacy

'

of your response. Consumera, Power Company's " Answer to Order to Show Cause"

l

is still under review by the AEC and you will be informed of the results

of this review.
