FACILITY: Midland Pl{ ant, Units 1 and 2 SUEJECT:
SITE VISITS TO MIDLAND NUCt. EAR PLANT AND DOW QiEMICAL FACILITIES On May 2.1978 members of the NRC staff and consultants visited the Midland Plant Units 1 and 2 site to observe construction activities in progress. Overall construction for Unit 2 is estimated to be approximately 43% complete and Unit 1 is about 38% coglete, Heeting attendees are listed in Enclosure 1.
i Setting of the second steam generator for Unit 2 was ir. pmgress and was observed. Testing of the lifting rigs had previously been completed and photographic slides of weight lift testing was shown. Setting of the reactor vessel for Unit 2 was scheduled to begin in about two weeks. Thus, setting of the major NSSS components for Unit 2 was observed to be on or ahead of schedule and should be cowleted by the end of May, 1978.
Setting of the steam generators and reactor vessel for Unit 1 was scheduled to begin in about two weeks.

Erection of the turbine generators was observed to be ready to commense within a few days Bechtel representatives also reported that the plant computers had completed release testing and that the computers were~ reacty j
for turnover to Consumers' Power.
Filling of the discharge pond was observed to be in progress and g~ - -
r was within about five feet of completion. A tour along the dikes c
l of the entire poed perimeter was taken..

Consumers Power reported that renegotiation of four of the seven l
I craft. union contracts had been completed and accepted. Consumers -

Power does not anticipate av major pmblems in completion of the l

A visit to upstream dans was sede by members of the Hydro)ogy and Environmental Specialists Branches of the-NRC staff and staff con-sultants. This tour is sumerized in Enclosure 2.
The site visit by the Meteorology Soction of the NRC staff, originally included, was rescheduled for Hay ll, 1978. This visit is sumerized l

l a tour of the Dow Chemical Midland Facility. This tour included a review of the existing Dow steam production and treatment facilities, i
and plans for accommodation of process steam from the nuclear plant..
l Storage facilities for various chemicals at the Dow site were observed.
I The security and communication system at Dow, which also acts as a s
control center intthe event of inadvertent chemical releases, was observed and includes plans for. interaction with the nuclear facilities.
The visit also included that portion of the exclunion area comon to both Dow Chemical and the nuclear plant sites.
In was observed that minimal use of this comon area is made by Dow (which includes storage i
of brine prior to discharge to the tertiary holding pond) and is of a i
nature that requires only occasional maintenance personnel in the area.
Waste treatment facilities of Dow were included in the tour.
