This refers to the inspection conducted by Messrs. Erb, Vandel and Yin
of this office on December 11-13, 1974, of activities at the Midland
Plant construction site authorized by AEC Construction Permits No. CPPR-81
and No. CPPR-82 and to the discussion of our findings with Messrs. Eassler,

Eseley, others of your staff and representatives of the Bechtel Corporation

at the conclusion of the inspection.
A copy of our report of this inspection is enclosed and identifies the
areas awaminant during the inspection. Within these areas, the inspection
consisted of a selective awa=4 nation of procedures and representative
records, interviews with personnel, and observations by the inspectors.
A violation identified through your internal audit program and which
was reported in a timely manner and where adequate corrective action was
initiated, is set out in the inspection report. No additional information
is needed for this item at this time.

In accordance with Section 2.790 of the AEC s " Rules of Practice," Part 2,
Title 10 Code of Pederal Regulations, a copy of this latter and the
enclosed inspection report will be placed in the AEC's Public Document Ruom.
