APPLICANT: Consumers Power Cmpany FACILITY: Midland Plant, Units 1 and 2 SU!HARY OF MEETING ON REGULA'IDRY GUIDES (hECHANICAL)

On November 18, 1975, members of the NRC staff met in Bethesda, Maryland with representatives of Consumers Power Company (CPC),.Bechtel Associates Professional Corporation (Bechtel) and Babcock 6 Wilcox Company (B4hr).

An attendance list is attached.

The purpose of this meeting was to discuss the degree of confomance of the Midland plant to certain Regulatory Guides pertaining to mechanical engineering. The applicant's coments on Regulatory Guides 1.20, 1.26, 1.29, 1.46, 1.48, 1.67 and 1.72 had been forwarded to the staff on October 10, 1975 and the staff's reaction to these coments was discussed.

The staff will request additional informatior. that was not available at this meeting.

1.20 Vibration Measurements on Reactor Internals (12/29/71)

'Ihe applicant indicated its intention to confom fully to the recomendations of this guide and will confim this in a formal submittal.

" Quality Group Classifications and Standards..." (June 1973)

The applicant explained the degree of confomance of the Midland plant to this guide. Full confomance was not achieved for the feedwater ring header, portions of the reactor coolant p mp seal water system, and the seal water cooling system. The applicant also explained that the degree of confomance to sections C.2.d and C.2.e of this guide may be affected by the results of the analysis of the meteorological data still being collected. With regard to quality group D, the staff explained that the quality assurance requirements of 10 CFR part 50 Appendix B are not applied to this group of components.

Additional infomation will be requested by the staff.

NOV. 2 61975 1.29 Seismic Design Classification (August 1973)

The degree of conformance to this guide was considered to be generally satisfactory. However, more infomation will be requested regarding those particular items that are important to safety but are not of seismic design because their function is not related to seismic events.

1.46 Protection Against Pipe Whip Inside Containment (May 1973)

The staff indicated that, based on the infomation presented, the applicant's analytical approach was in full conformance with the recomendations of this guide. Further discussions led to pipe breaks outside of containment where the applicant was applying.a combination of criteria from the staff's letters of December 1972 and July 1973. The applicant was given a copy of the staff's latest criteria and will consider its applicability to the Midland plant.

1.48 Design Limits and Loading Combinations for Seismic Category I Fluid System Camponents (May 1973)

In order to assess the degree of conformance to this guide, more infomation will be requested regarding valve operability assurance, loading combinations for various plant conditions with corresponding stress limits, pump operability under faulted conditions and seismic testing requirements.

1.67 Installation of Overpressure Protection Devices (October 1973)

From a discussion of the applicant's methods, it appeared that there would be full conformance to this guide. The staff will request clarification of the use of a dynamic load factor of 2.0 in lieu of certain analyses.

1.72 Spray Pond Plastic Piping (December 1973)

The Midland plant does not employ spray ponds and therefore this regulatory guide is not applicable.
