By letter dated June 26, 1978 we transmitted to the Commission copies of the General Agreement and the Agreement for Electric Service, both dated June 21, 1978, entered into between Consumers Power Company and The Dow Chemical Company. These renegotiated contracts cover the sup-ply of process steam and electricity to Dow from our Midland facility.
We indicated in our letter that the enclosed copies of the General Agreement did not include Section 4.C of that Agreement, which would be filed with the Commission separately with a regt.est that it be exempted from public disclosure.
A copy of Section 4.C of the General Agreement is enclosed herewith, and we hereby request that Section 4.C be withheld from public disclosure on the ground that it contains confidential commercial information.
In ac-cordance with the provisions of 10CFR2.790(b), we are enclosing the af-fidavit of D. Dick Deline, Manufacturing Manager of the Michigan Division of The Dow Chemical Company, which sets forth the bases for this request.

D. Dick DeLine, being first duly sworn, deposes and says:
1.
THAT he is the Manufacturing Manager of the Michigan Division of The Dow Chemical Company; 2.
THAT he is familiar with the General Agreement between Consumers Power C apany and The Dow Chemical Company dated June 21, 1978; 3.
THAT he is familiar with the policies of The Dow Chemical Company regarding the detennination and protection of confidential busi-ness information; 4.
THAT in accordance with said policies, he has detennined that Section 4."C of said General Agreement entitled " Monthly Rate" contains confidential business information in that the rates which Dow will pay for process steam and the methods for de'termining same are set forth therein; 5.
THAT this information has been held in confidence by The Dow Chemical Company; 1
6.
THAT information of this type is customarily held in confidence by The Dow Chemical C apany; 7.
THAT when Consumers Power Company informed Dow that it intended to transmit this information to the Nuclear Regulatory Com-mission, The Dow Chemical Company requested that Consumers Power Company transmit such information in confidence; 8.
