Dear Roy:
With reference to your March 22, 1968 letter to lir. W. R. Butler of our staff, we are returning the copy of 11r. Brown's paper on stability analysis of earth dams.
We find that review of this material is not essential to licensing of the Rt.ncho Seco Nucient Generating Station since the plant now relics on the two onsite spray ponds rather than the onsite reservoir for emergency cooling water.
