Section C.2.a.(2), the Sacramento Municipal 'Jtility District hereby notifies the NRC of the following Reportable Occurrence.

During reactor startup and ascension to 92% full power operation af ter -
a brief shutdown to repair a leaking valve in the Reactor Building, the resulting Xenon transient caused considerable rod movements.
The resulting rod moveme46s exceeded time limitations of Technical Specifications Sections 3.5.2.5C and j.5.2.6 for rod posicions designated within Figure 3.5.2-1 and imbalance limits as defined in Figure 3.5.2-5.
All other operating parameters were within the prescribed limits and no safety limits or limiting safety system settings were exceeded.
A written report will be submitted to your office within fourteen days.
This occurrence has been discussed with Mr. Malmros of your office on November 18, 1977.
