Docket No. 50-302 Hot Functional Testing.

Dear Mr. Engle:

Pursuant to our several conversations and our discussions re-garding Hot Functional Testing at Crystal River, we are officially requesting an opinion from you as to the acceptability of this Hot Functional Test using only three of the four Primary Coolant Pumps.

As you are aware, early in March the Reactor Coolant Pump RCP-1A experienced difficulty resulting in higher than allowed vibration, and was shut down.

At that time (March 8) during a telephone conversation between ISE Atlanta, you and myself, this matter was discussed.

Resulting from that discussion, was a telephone call from Mr. Frank Jape, I6E Atlanta, to our Mr. J. Alberdi, Nuclear Plant Manager, indicating that three pump Hot Functional Testing could be performed with 16E subsequent evaluation and approval of subject test a possibility.

At an IGE exit interview today, Mr. Alberdi was informed that I6E opinion was that in accordance with Regulatory Guide 1.20, Hot Functional required continuous operation of all four coolant pumps.

He then advised that NRC licensing should be requested to render an opinion with regard this subject.

Inasmuch as there is approximately a one month pending schedule delay in-volved, it is urgent that we receive from you an official response to the question, "In accordance with Regulatory Guide 1.20 and/or 1.68, can Hot Functional Tests occur acceptably with only three of the four Primary Coolant Pumps in operation?"
