Dear Mr. Stolz:

In response to your letter of June 25, 1976, regarding the Operational Quality Assurance Program Plan as stated in Section 1.7 of the Crystal River Unit 3 FSAR we wish to offer the following.

Subsequent to our receipt of your letter we have instituted a review of our Section 1.7 with respect to the proposed ANSI 18.7 - 1976 and are evaluating areas that may appear to either lack sufficient definition or that do not address certain new requirements of that standard.

We will either c1'arify our plan with regard to the former or present alternate but acceptable methods with regard to the latter.

It is our opinion, however, that our program plan as defined in the CR Unit 3 FSAR and correspondence to you on the

subject demonstrate Florida Power's intent to meet the requirements of 10CFR50 Appendix B utilizing such guidance as provided in ANSI 18.7 - 1972 and ANSI N45.2 - 1971 as well as other documents issued by you in the form of regula-tory guides.

Our present Operation Quality Program as reviewed by NRC I 6 E personnel also provides objective evidence of our commitment, and the result of these reviews are available to the public as part of standard NRC procedures.
