Council on Pollution and the Environmant) is a national and regional organi:ation sponsored cy the Cecartment of the Interior. The organization, sccording to Mr. Cominick, Ccrcissioner of RlQA, is intended to " serve as focal points for organizing student activities aimed at coccatting environmental pollution."

follcwing tne receipt of the letter from Fh0A, Chris henderson received a telephone call frcm Mr. William Flaming, SCOPE representa-tive in Cleveland, requesting AEC participation.

"r. Fleming indicated that the Corps of Engineers, Eureau of Sport Fisheries, and RKA had indicated tneir willingness to participate. He indicated that tha Chio State Watar Pollution Control Agency had not respondac and he questicned whetner they would be in attendance. There apparently arc differences between the State agency anc SCOPE because the permit for water discharge recently issued by the State of Ohio for tais facility was made witnout a public hearing. Also, they have not heard from Toledo Edison and Cleveland Electric Illuminating Company, but they have requested the utility's participation.

Corraissioners I:r. lienderson told Mr. Fleming that there was a prehearing ASLB conference on the Toledo application scheduled for August 15, and a public hearing scheduled probably in the fall. Mr. Fleming was aware of public hearings whicn would ce conductad 'y an atcaic o

. safety and licensing board, but responded that tae purpose for tneir public meeting was te get facts to tae puolic totn pro and con on pollution questions. Furtner, he dia not feel tnat the nearina conducted by the ' AELE: would cover all the aspects of tr.e environn. ental prcSica.

Mr. n.enderson told Mr. Fleming tnat in view of the conflict on August 15, and the public r. earing that the AEC would te consuctiage he was rot cer ain uhether AEC wculd or could not Le acl2 to participate, tut he would i:e in further tcucn wirr. iiin.
