, ,Part:1. .The qualification test program information for Class IE equipecnt is provided below for one iten in each of the groups listed in your request. For cach iten the worst theoreticaJ

' operating conditions are described along uith an enclosure which contains copics of the applicabic design specifications and the available test doeurentation. Uhcre design require-ments did not present any unusual operating conditions there was no need for special qualification testing.

I J (a) Suitchcear Class IE switchgear at Davis-Ecsse Unit I exists in tuo groups: lov i

voltage (480V) unit substations and cedium (41COV) voltage switchgear.

Class IE low voltage unit substations and ecdiun voltage switchgear are located uithin controlled environ = cat switchgear roo=s. ::o stean lines,

. vater pipes, or oil lines enter these areas. On a given day of as::isum outside air temperature of 95"F (35 C) and a singic component in the essential KVAC systens to these roocs #

failed, the calculated svitehtear room temperature vill not exceed 104 F (40 C) at accospheric pressure and 70% relativo humidity.

All switchgcar equipment has been mathenatically analy::ed or vibration tested and certified to meet Eechtel Specification 7749-C-41.

Appropriate sections of the specifications outlining the design service conditions and letters of certification (where applicable) of the suitch--

gear equipment are attached to this letter as Attachment A. Included in Actachment A is a test plan, procedures, and report on the seistic analysis or testing used to qualify this equipment for service.

1(b) Motor Control Centers Class IE motor control centers are located in various plant areas and clevations of Davis-Desse Unit 1. These cotor control centers have been

' specified to operate over a temperature range from 32"k (O C) to 104 7 (40*C) under high humidity conditions. However, ::CC E12C and F12C, which have the same components, night be recuired to coerate e ntin-uously in an extreme environ =ent of 120 F (A9 C) and 100% relative humidity under design basis accident conditions. Wes:inghouse has reviewed these extrene conditions relative to tests performed on actual motor control centers and certifics satisfactory operation for the 120"F, 100% relative hunidity requirc=ent. Three (3) copies of the Westinghouse certification letter are included in Attachment B.

The selection of circuit breakers in !"CC's has been based upon the manufacturers published derating values for an achient temperature of 122 F (50 C).

A typical motor control center has been vibration tested and certified by Wyle Laboratories in accordance with IEEE 344. .

Appropriate sections of the specification outlining the design service conditions and letters of certification (as applicable) of the MCC's are attached to this letter as Attachment B. Included in Attachment B is a test ' plan, procedures, and report on the seismic testing used to qualify this equipment for service.

. 1(c) Valva Operater

. Class IE valve operators are located in various areas of the contain-

ment. Containment normal sump isolation valve operator MV 20123 has i

been chosen as a typical example. The cost extre=e environnent which may be exp"erienecd by this valve operator is a continuous temperature of 264 F (129 C) at 100% relative humidity under 40 psig and a boric acid sp5ay f 8 ppm, ph5, after receiving a cumulative radiation dose of 10 rads.

A typical valve operator has been seismically tested and curtified by the Ogden Technology Laboratories in accordance with IEEE 344.

Appropriate sections of the specifications outlining the design service conditions and letters of certification and a complete environ = ental test report are attached to this Iceter as Attachment C. At the time the equipment was ordered the radiation exposure requirecent was.3.5 x 10 rads. The design requirements have since been raised to 10 rads.

The units have been tested to 2 x 10" rads. Included in Attachment C is a test plan, procedures, and report on the seismic testing used to qualify this equipeent for service.

1(d) Motors Class IE notors are located throughout the plant. Service water pump motor MP C031 has been chosen as a typical enanple. The most extreme environment which nay be experienecd by thic motor is a continuous ambient air tenperature of 120"F (49"C) at 1G0% relative humidity under one atmosphere of pressure. Environmental tests were perfor=cd in accordance with NEMA standard MG-1.

Seismic qualification has been done by analysis in accordance with Bechtel Specification 7749-C-41.

Appropriate sections of the specifications outlining the design service conditions, a =anufacturers test report and letter of tertification are attached to this letter as Attachment D. Included in Attach = cat D is a test plan, procedures and report on the seismic analysis used to qualify this equip =ent for service.

1(e) Logic Equipment Class IE logic equip =cnt is located in the control room. The SFAS is typical of such equipment. The equipment is designed and tested to ,

function continuously at ambient temperatures ranging from 40 F (4.4 C) to 110 F (43.3*C) a'nd at a relative hunidity of up to 80%. Actual I control roon service conditions are 75*F (23.8 C) and 50% maximum '

relative humidity. Each type of bistable used in the SFAS has been 3 separately tested.

A seismic qualification test has been performed in accordance with Bechtel Specification 7749-C-41.

Appropriate sections of the specification outlining the design service conditions and a canufacturers test report are attached to this letter as Attachment E. Included in Attachment E is a test plan, procedurcs, and report on the scismic testing used to qualify this equipment for  :

t(g) Diesel Generator Control Cauipecnt  : .

J Class IE diesel generator centrol equipment is located in the d-g rooms of the auxiliarv building and vill c::pericace service ambicat conditions ranging from 60 F (15.5"C) to 104 F (40"C) for temperature and 80%

relative humidity. Design maxi =um ambient te=perature is 120 F (49 C) at 80% relative humidity for the E=crgency Diesel Generator Relay and Control Boards which are typical of equipment located in those rooms, This equipment has been seismically tested in accordance with Bechtel Specificatica 7749-C-41 and IEEE 344.

Appropriate sections of the Specification outlining the design service conditions and letters of certification (as applicable) are attached to this 1cteer as Attach =2nt G. Included in Attachment G is a test plan, procedures, and report on.the seismic testing and to qualify this equip-ment for service.

( e f le r- II/ 3 /7 I Part 2. Tha d3cign criteria and procedures for fire stops and seals is provided below. The test proccdures and administrative proceduren have not yet been finali:cd as the silicone foan has only roccutly been scincted as the material which will be used. The criteria for the procedurcs and some draft pro-cedures as they now stand are presented.

2(a) Fire stops are provided at each fire barrier wall and floor penatration through which condulta, cabics, or other raccvay configurations pass.

2(b) Each type of fire stop han a tested fire rating equal to or greater than that of the penetrated fire rated floor or wall.

2(c) Fire stops are installed only at wall and floor penetrations as outlined in 2(a) above.

2(d) Materials to be used in the fire stops along with a discussion of their flamnability cnd fire retardancy is indicated below:

1. Silicone foam: Tuo componento are mixed which expand and cure to a fon=ed clastomer. The final cilicone for=s and dans have been tested to ASE! E-119 by Factory "utual Ecscarch and the National Gypsua Co. The results have been reported under Factory Mutual File No. 24963 dated August 5, 1975, and National Gypsum Test Report 7E 204. '
2. Silicono Scalant - R.T.V. : UL rating UL 94VE-0, also tested in systens per ASti-E-119. -
3. Silicone Adhesive - R.T.V. : UL rating UL 94VE-0, also tested in systema per ASti-E-119.
4. Silicone Costed Fiberglass Fabric: Tested in systems per ASTM-E-119 by Factory Mutual. *
5. Mineral Fiber Board: Tested per ASTM-E-34 Flame Spread - 3 Sr.oke Developed - 12 Fucl Contributed - 0 Also tested in systems per ASII-E-119 by Factory Mutual.
6. Refractory Fibers - loose:

2(e) The QA procedures will ccet the requirements of 10CFR 50 Appendix 3 with specific work and OC procedures being written to visually assure that catorials are co=pletely in place. In process measurecents of formed depth of fill and the density and other controlled para:ctors uill bc monitored during material ci::ing and placement. Documentation will be provided for each batch of catorials used to docu=cnt the in process measurenents. Traccability is also recuired.such that doc-utentation is traccable to a specific installation.

2(f) The low density siliconc =aterial has been subjected to gn==a radiation, a cobalt 60 cource, with results reported as follows:

2(g) The administrative procedure that will be fol; sed when it becomes necessary to breach a completed fire stop or seal to add or rc=>cc cables is prencntly in draft for= and are enclosed as Attachssac I. These procedures ucre written prior to selection of a vendor and will be modified according to the recommendations of the vendor.

2(h) The draft procedure for the periodic inspection which will be perfor=cd to identify open or acteriorated fire stops or seals is enclosed as At achment J. This procedure will bc =cdified using recoc=cndations of the vendor.

Additional Evaluation The use of separate rooms, with the exception of the cable spreading room and main control room, for redundant Class It functions and the utiliration of fire rated walls and fire stops are the primary assurance that fire in one essential channel will not propogate to a redundant essential channel.

The only area of concentration of electrical cables is the cable spread-ing room where all four (4) essentini channels and three (3) nonessential channels are brou:;ht tor, ether. Uithin the cable spreading room, both distance separat1on and fire barriers provido assurance that a fire related coenon ode failure cannot occur. This design is thoroughly discussed in Section 8.3 of the FSAR.

A discussion of the fire protection and detection systces provided within the plant cay be found in FSAn Section 9.5.1.

NEL-PIA Acceptance of BISCO Penetration Seals i = ...--- . --

Gentlemen:

This letter will confirm a telephone conversation between Mr. Anand and the writer on July 6, 1976. Questions have recently been asked relating to the Septerher 1975 :EL-PIA approval of our cc=pany's penetration seals for this project. To answer these I telephoned Mr. Robert G. Sa'afer, who is a staff engineer in the Technical Review Department of 22L-PIA, and who authored the Septe=ber 1975 letter of approval for BISCO's products.

In that telephone conversation I asked Mr. Sawyer if the approval granted in his letter was dependent upon additional testing, and if it was restrictive to certain types of asserblies (ficers and/or walls) . Pr Sa yer indicated that the approval covered teth f A ~a asserblioG wall kssew-blies, and that it was not contingent upon Eny addicacnal testing tnac BISCO should perform, such as a hose strea.1 test.

I went on to explain that SISCO had suggested to Bechtel and to TECo that a small scale fire expqsure could be performed to demonstrate the ability of our products to withstand the hose stream portion of the ASTM E-119 fire test.

Mr. Sawyer indicated that such a test is, at least in principal, acceptable to EEL-PIA. NEL-PIA, 92ite naturally, would be interested in the specific details of such a test. It was stressed, however, that the original approval is valid sans additional testing.
