SUBJECT:
FIRE BARRIER TEST DISCREPANCIES - TOLED0 EDISON COMPANY - DAVIS BESSE UNIT N0.1 The enclosed memorandum, together with its enclosure and exhibits (except Exhibit B) describes a number of descrepancies related to the testing which was intended to provide the basis for acceptability of fire barriers and penetrations at Davis Besse Unit 1.
Exhibit B is a Factory Mutual Research Test Report, Serial No. 24963 (4510) dated Ausust 5,1975, which I believe is already in the docket file.
On April 6, 1977, a meeting was held with L. Engle of your staff, P. Matthews, D. Notley, and V. Leung, of the Auxiliary Systems Branch, and myself.
It is my understanding that as a result of the infomation presented and discussed in that meeting, include in the license for Davis Besse a condition which will require that acceptability of the fire barriers be established by a retest which will remove any doubt concerning the identified discrepancies, or by documented test results that were obtained from other tests in which the identified discrepancies were not present, or by some other method which is acceptable to the NRC.
