The above references expressed concern that FSAR revisions were being made with no justification and with the possibility of going unobserved by the staff. Recent reviews of Amendments centinue to emphasize this matter. Examples include:
1.
Revision 23 dated November 1976 Changed HPI/LPI delay time from 25 to 30 seconds.
Comment: What was the reason for the change and what is the impact on the main steam line break (25 sec. assumed)?
2.
Revision 23 dated Noverrber 1976 Lowered setpoint of primary safety valves from 2500 psig to 2435 psig.
Comert: What was the reason for the change and what is the impact on safety analyses?
3.
Revision 25 dated December 1976 Low pressure trip setpoint went from 1900 psig to 1985 psig.
Coment: What was the reason for the change and what is the impact on safety analyses?

It is requested that the applicant provide the reasons for these changes and their impact, if any, on the Chapter 15.0 analyses.
Also, as discussed with you previcusly, acceptance of the HPI mini-ypass recirculation line equipment changes proposed by TECO are contingent upon concurrence by the staff of the arguments soon to be submitted by the applicant.
