LWR #1 (4-78), LOSS-OF-0FFSITE POWER TEST In response to your August 3,1978 memorandum to me, the Quality Assurance Branch has completed its review of the licensee's proposed loss-of-offsite power test. As you are aware, the licensee originally proposed a test description in their July 24, 1978 letter to the NRC which we reviewed and found to be unacceptable. As a result of this, we held a meeting with the licensee in early August to discuss the staff's concerns with the proposed test, and the licensee agreed to resubmit a codified test summary which was provided in their August 23, 1978 letter to NRR. We have reviewed the test summary in this letter and, in addition, have contacted the licensee's representatives by telephone to obtain additional clarifying infomation. Based on our review of the August 23, 1978 letter, and based on additional comitments provided in the telephone conversation on August 30,197S, we find that the test description is acceptable.
To close this issue, we recomend that the findings provided in the enclosure be forwarded to the licensee.

DAVIS BESSE UNIT 1 FINDINGS The' staff has reviewed the information provided in your August 23, 1978 letter to NRR that provided a summary description of the loss-of-offsite power test to be conducted at the Davis Besse 1 facility. Additionally, the staff held a telephone conversation on August 30, 1978 with Messrs.
C. Domek, 8. Beyer, J. Zell, and J. Lingenfelter of your staff to obtain additional clarifying information on the proposed loss-of-offsite power test. Based on the conmunications referenced above, we find the test summary proposed in the August 23, 1978 letter to be acceptable, subject to the following:

The time following, completion of the first 15 minute loss-of-offsite power interval and initiation of the second 15 minute interval (when offsite power will be temporarily restored) will be held to a minimum. Additional personnel should be provided during the conduct of the test such that personnel availability will not be a limiting factor in minimizing this time interval.
2.
Specific qualitative and quantitative acceptance criteria will be provided in the detailed test procedure for the parameters and systems of importance for evaluating the outcome of this test.
