This refers to the investigation conducted on May 24-27, 1977, at the
Davis-Besse Nuclear Power Plant Unit 1 by Messrs. C. C. Villiams,
F. J. Jablonski and J. E. Kohler, of activities authorized by NRC

License I;o. CPPR-80 and the discussions held at the conclusion of the

inspection by Mr. Williams with yourself and other members of your

staff on May 27, 1977.

A copy of our report of this investigation is enclosed and identifies
I
arecs ex unined during this investigation. Within these areas, the
investi;;ation consisted of interviews with an alleger, plant
construc-
tion and ranagement personnel, observations, examination and evaluation
of plant as-built conditions, and examination of records.
This investigation focused on'the alleged nonconforming constructica
'
activities relative to the blockout and penetration scaling activities
performed by your site contractor, Brand Inductrial Services Company.
Further, this investigation included the ircpact of these allegations on
the fortheoning testing of the .::mc rgency ventilari.on syrtem relative to
the conf 3 4tiration of the " negative pressuce boundary." Four of the
allegat. ,ns were substantiated and resulted in the issuance.of an
-immediate action letter on May 31, 1977.
During this investigation, certain of your activitics were demonstrated

to be in noncompliance with NRC requirements, as described in the
enclosed Appendix A.
