DOCKET NO. 50-346 The attached report by our field inspector deals with the results of a management interview meeting which was conducted to discuss the discrepant aspects of the facility initial QA inspection. The report is submitted for your review and distribution per CO:HQ memorandum dated January 22, 1970.
Commitments on the part of the applicant during the management interview, relative to a few QA program discrepancies observed during the inspection, g
appeared to be adequately responsive. Subsequent information via telephone on July 27, 1970, with L. E. Roe, TECO Chief Mechanical
/
Engineer and the Davis-Besse Project Engineer, has confirmed our conclusion in this matter in that Mr. Roe discussed substantial action taken to correct the discrepancies observed during the inspection.
In any event we intend to reevaluate the discrepant aspects of the QA program, with emphasis on QA program staffing and the Bechtel-TECO organization interfacing, during our next routine inspection.
With regard to an impending request by the applicant for a Part 50.12 exemption (construction activities prior to issurance of a construct!on permit - see Section C of this report) we do not intend to make an
" exemption - evaluation" of the TECO QA program unless, as in the past, a request to do so is received from CO:HQ.
