DAVIS-BESSE NUCLEAR POWER STATION, DOCKET NO. 50-346 An exemption from the provisions of 10 CFR 50, 50.10(b) was granted to the Toledo Edison Company et al on September 10, 1970 (copy enclosed) to authorize certain construction identified belov vith the understanding that construction would be carrie<1 out in accordance with adequate quality assurance procedu2es. The Division of Compliance conducted an audit of the qaality assurance program on June 10 and 11, 1970, related to the overall construction of the facility. i'he results of this auait are reported in C0 report No.346/70.2. On the basis of this audit and our review of the quality assurance plan for construction of the Davis-Besse Nuclear Pow 3r Station, it was concluded that necessary procedures vould be available for implementation prior to authorisation of the exemption m

(J) request.

The construction work authorized consists of:

(1) Concrete and reinforcing steel placement for construction of the ring foundation and valls of the shield building up to grade level (583 feet, 6 inches elevation),

(2) Concrete and reinforcing steel placement for construction of mats, valls, and floor slabs of the auxiliary building up to grade level (583 feet, 6 inches elention), and (3) Installation of waterproof membranes, all embedded piping, grounding conduits,(floor drains, and583 feet, 6 inches backfill up to grade level elevaticn) for the shield and auxiliary buildings construction described in (1) and (2) above. The applicants have indicated that the construction work to be covered by the e.cemption vould start on September 15, 1970.

It would be helpful if inspections which take place during these i

early stages of construction vould focus on the adequacy with which the quality assurance procedures are being followed. Any comments you may have on the adequacy of the overall Toledo Edison Company et al program for the Davis-Besse Nuclear Power Station l

vould be helpful in preparing for the public hearing which will i

be held later this fall. On this basis, preliminary comments to us during October 1970 would be desirable.
