5 extra cps We have reviewed and evaluated Toledo Edison Company's (TEC) letter of February 12, 1974, and referenced material, in response to our letter of January 23, 1974. The information provided relates to the authority and orgcnizational freedom of QA personnel within TEC, Babcock and Wilcox, and 3echtel performing verk on the design and construction of Davis Sesse Nuclear Power Station, Unit 1.
This review and evaluation considered the duties, responsibilities, and authority vested in persons responsible for verification of quality by testing, inspecting, and auditing. We also reviewed the organizational arrangenent and the administrative control

and technical direction exercised over these persons with particular attention given to freedom and independence fron the pressures of costs and schedules.
Based on our evaluation, we conclude that sufficient authority and organizational freedon exists to ennble OA personnel to perform their critical functions effectively and without reservation for the design and construction of Davis Ecsse Nuclear Power Station, Unit 1.
